Note: This article includes descriptions of wartime violence, genocide, and violence against women. Sensitive readers be warned.
Earlier this year, on Armenian Remembrance Day, President Biden officially declared the actions of Ottoman Turkey against Armenians during the First World War to be genocide. While some people might be aware of the Armenian genocide, I think fewer Americans are aware that it was part of the First World War.
In the above poster, "You Won't Let Me Starve, Will You?" "Little Shushan" says, "My home has been destroyed. Father was taken away. Mother starved because she gave me all the food. I am so hungry and cold. Thousands of other children are hungry and cold, too." Directed specifically at Sunday Schools and children to raise funds for the American Committee for Armenian and Syrian relief, this poster is just one of the appeals made to Americans for charitable support for war-torn regions of Europe and the Middle East. Americans in 1915 were intensely aware of the actions of the Ottoman Empire as it was widely covered by newspapers. Like many campaigns that used starving children in Belgium to raise relief funds or exhort Americans to change their eating habits, Near East Relief and Armenian and Syrian Relief efforts were undertaken as charitable endeavors. The United States never declared war on the Ottoman Empire, perhaps at the behest of relief organizers. But without military intervention, the genocide continued as late as the 1920s. Armenians were Orthodox Christian in a predominantly Muslim Turkish empire. Russia, Turkey's enemy, was also predominantly Orthodox Christian at the time, meaning Armenians were largely branded a "fifth column" of seditious enemy spies living within the borders of the empire. This attitude was exacerbated by the Battle of Sarikamish, in which the Ottoman forces attempted to invade Russia between December, 1914 and January, 1915. Unprepared for the winter weather, the Ottoman military lost more than 60,000 men in a resounding military defeat. In retreat, the Ottomans indiscriminately burned, looted, and massacred Armenian villages near the border. The Ottoman military commander blamed the Armenians for the defeat, saying they had sided with the Russians. This set off a whole host of anti-Armenian violence, despite the fact that many Armenian men had enlisted in the Ottoman military. By the spring of 1915, the Ottoman Empire had launched a campaign of extermination against the Armenians. The lucky ones were able to escape. The not so lucky ones were systematically massacred or sent on forced death marches. The few Turkish politicians who protested were threatened with assassination. Any Muslim caught harboring an Armenian was threatened with execution. Many Armenian men who were massacred were rounded up and taken away from their villages to be killed. So many bodies were dumped in the Tigris and Euphrates Rivers that the corpses clogged the waterways and had to be disposed of with explosives. The pollution caused disease for communities living downstream, even after the war was over.
Although charitable organizations worked in the "Near East" throughout the war, and Americans did donate thousands of dollars toward food and relief work, the brutality continued. Coinciding with the massacres of men, Armenian women, children, and the elderly were sent on forced marches into the Syrian desert, punctuated by violence. Those few who survived to arrive at camps after marching without food or water, saw their children sold to childless Muslim families, and the women systematically raped. Those who survived to 1916 and 1917 were ultimately also massacred, so the Empire could avoid freeing them after the war. In all, more than 90% of the Armenian population in the Ottoman Empire was killed or deported, a number scholars estimate at between 1.5 and 2 million people.
The "Lest They Perish" poster above illustrates an Armenian (or possibly Syrian) woman with a child on her back standing in the midst of a bombed-out village. Despite the best efforts of the charitable organizations trying to help Armenians, most of them did, indeed, perish.
The use of hollow-cheeked women and children in war-torn regions was designed to pull on the heartstrings (and pockets) of Americans of all ages and backgrounds. Propaganda posters by charities like Near East Relief began in 1915 and continued until after the war, along with the genocide. Government-sponsored killings largely ended by 1917, but massacres continued on and off and widespread starvation threatened those who had managed to survive. This poster, "Hunger Knows No Armistice," succinctly points out that starvation was the post-war threat.
Near East Relief was founded in 1915 in Syracuse, NY as the American Committee on Armenian Atrocities, in reaction to reports from Henry Morgenthau, Sr., who was serving as American ambassador to the Ottoman Empire. Morgenthau was a German-born Jew appointed by Wilson to serve as ambassador in 1913 - a position he initially refused because of Wilson's idea that Jews were well-suited to serve as a bridge between Christians and Muslims. He ultimately accepted the position, and although his work at first consisted mostly of protecting Jewish residents and Christian missionaries, he was soon absorbed by the plight of Armenians in the Empire. Despite his frequent reports of genocide and violence against civilians, the United States remained officially neutral. Frustrated by the Turkish government's refusal to stop the killings, and by the American policy of non-interference, Morgenthau resigned in 1916. In 1918 he published Ambassador Morgenthau's Story, an accounting of his conversations with Ottoman officials about the genocide. However, during his tenure as Ambassador, he was the primary contact for the organization that would become Near East Relief, and was in charge of disbursing charitable donations in Turkey. After his 1916 resignation, it is not clear who disbursed funds, but fundraising continued. In 1919 the committee became only the second charitable organization in American history to receive a Congressional charter. The American Red Cross had been the first. And although charitable efforts continued, they could not stem the tide of genocide. ​The following video from Facing History & Ourselves, outlines the work of Morgenthau, the Committee on Near East Relief, and the American response (or lack thereof) to the Armenian genocide.
Near East Relief continued their work, focused largely on rescuing Armenian orphans and housing and educating them in a complex system of orphanages inside and outside of Turkey. In 1922, with the burning of Smyrna, Near East Relief evacuated 22,000 children into neighboring states. Evidence suggests that Greek and Armenian neighborhoods in Smyrna may have been purposely set alight by Turkish soldiers. The Muslim and Jewish quarters remained undamaged by the fire. Greek and Armenian residents of Smyrna were subjected to additional massacres, rape, and deportation, both before and after the fire.
​In 1930, Near East Relief pivoted to become the Near East Foundation, working on education and economic development efforts in the Middle East and Africa. It still exists as a charitable organization today and the Near East Foundation has created a museum and archive about its organizational history and origins in the Armenian genocide. The U.S. Government never declared war on the Ottoman Empire. There was no military intervention. After the defeat of the Ottoman Empire, the Treaty of Sevres, and subsequent overthrow of Sultanate with the Turkish Revolution, there was an opportunity to create an Armenian state, which Woodrow Wilson had apparently been in favor of. However, his dreams of reorganizing the Middle East were dashed. The new Turkish government and Bolshevik Russia simultaneously invaded and partitioned the old Armenian Republic before Wilson's plan could be implemented. This led to the creation of both the Armenian Soviet Socialist Republic and the absorption by Turkey of portions of the former Armenian Republic, confirmed by the 1922 Treaty of Moscow between Soviet Russia and the new Turkish state. Despite ample first-person evidence of the horrific, systematic, and state-sponsored massacres, and the promise by the Allied Nations in 1915 that the Ottoman Empire would be held responsible for crimes against humanity, no one was ever prosecuted. In fact, the lack of consequences for the genocide may have inspired Adolf Hitler's death camps. ​He wrote, "I have issued the command -- and I'll have anybody who utters but one word of criticism executed by a firing squad -- that our war aim does not consist in reaching certain lines, but in the physical destruction of the enemy. Accordingly, I have placed my death-head formations in readiness -- for the present only in the East -- with orders to them to send to death mercilessly and without compassion, men, women, and children of Polish derivation and language. Only thus shall we gain the living space (Lebensraum) which we need. Who, after all, speaks today of the annihilation of the Armenians?" The rapid fall of the Ottoman Empire following the war likely played a major role in the lack of prosecution, as politicians were killed or dispersed and official evidence destroyed. In addition, it took until the Second World War to establish the United Nations and the criminal court at the Hague. Even so, international recognition of the genocide did not formally begin until the United Nations War Crimes Commission published a report in 1948 establishing what constituted war crimes. The Armenian genocide was cited as prime historical example of war crime and crimes against humanity. But it was not until 1985 that the term "genocide" was officially given to the massacres. Most nations did not officially recognize the Armenian genocide until the very late 20th or early 21st centuries. In fact, the United States, which had put so much effort into charitable work and so little effort into military intervention, only just recognized the genocide this year (2021). The Turkish government still refuses to admit to that the actions against the Armenian people during the First World War amounted to genocide. What is left of the Republic of Armenia became an independent state in 1991 with the fall of the Soviet Union. Today aligned politically and culturally with Europe, Armenians have transitioned fully to a capitalist economy. But their politics, like those of many nations, remain fraught in the modern era. In 2018 anti-government protests, named the 2018 Armenian Revolution, helped usher in political reforms. But other, older conflicts remain, including the Nagorno-Karabakh conflict between Armenia and Azerbaijan, which recently re-erupted in violence in the fall of 2020. Last week we learned about the big Dairy Exposition during WWI - this week we're examining the Free Milk for France movement, which coalesced about the same time. This propaganda poster by F. Louis Mora from 1918 is one of the more famous of the food-themed propaganda posters of the First World War. In it, a soldier ladles milk out of a large milk can into the bowl of a French child, one of several, accompanied by a wounded French soldier with a tin cup and crutch. Judging by how bundled up everyone is, it's probably winter. Ironically, the Free Milk for France campaign actually focused on provided dried milk. On May 13, 1918, the Committee to Obtain Free Milk for France launched a fundraising parade. "The parade, consisting of two floats and an escort of soldiers and sailors, including a navy band, started from the First Field Hospital Armory at Sixty-sixth Street and Broadway and canvassed the city as far down as the Wall Street District," reported the New York Times the following day. "The money will be used to purchase powdered milk to be sent to France for the use of wounded soldiers, babies, and tubercular patients." In the above photo, a woman dressed in overalls and a straw hat drives a team of horses pulling a large hay wagon. Another woman riding on the wagon is dressed in a military-style outfit holding a small bucket and a wooden shoe - likely soliciting donations. An American flag attached to a sheaf of hay is behind them. The first parade made over $1,000. The group launched another parade a few days later, on May 17th, parading "down Fifth Avenue from Fifty-ninth Street to Twenty-second Street yesterday afternoon." Featuring seven floats, including young society girls "dressed as milkmaids." In the above black and white photo, a flat bed truck features a large float carrying a flowering tree, a live dairy cow, and at least five young women dressed as Brittany milkmaids. The edges of the float are surrounded by a white picket fence. On May 19, 1918, the New York Times published "America Sending Milk to France." The article is transcribed below: One of the greatest sources of suffering in France has been lack of milk. The causes for this lack are manifold. In many instances the Germans slaughtered cows for beef whose greater value lay in their milk; in other instances the Government of France requisitioned the animals for army use, and in still others the farmers found themselves forced to kill their cattle on account of the shortage of pasture and fodder. All in all there have been lose to the people of France about 2,000,000 cows, and the main source of maintenance of infants and children, of the crippled and the wounded, the sick and tubercular, lies in milk. At present the death rate of children in France is from 58 to 98 per cent. The number of wounded and crippled needs no repetition here. The increase in the ranks of the tubercular is appalling. Outside Belgium, perhaps, there is no other country which has so greatly succumbed to this disease. The supply of milk in France has been depleted at least 16 per cent. Under present conditions infants must take vegetable stews as a food substitute. What this means to their health and their growth the mortality figures show. Wounded soldiers get heavy soups, which are well-nigh fatal in their effects. The tubercular of France have almost been forgotten. Milk has become a luxury far beyond the reach of the majority of them. In order to do something to meet this situation and to conserve the milk they have, the French Government is taking vigorous measures. Great care is devoted to the protection of milch cows. From bombarded towns, under military escort, two or three at a time are led back to places of safety. Farmers are urged to make all sacrifices possible to provide proper feed for them. Within Paris a herd of cows is kept under civic care. Government restriction now forbids the serving of milk or cream for any purpose in restaurants, hotels, or public eating places after 9 o'clock in the morning. In private homes, rich or poor, milk is only given to young children and the sick. Milk in Paris costs 32 cents a quart, when it can be bought. It was in a desire to do something to change these conditions that Mrs. Warren McConihe and Miss Josephine Osborne organized the Free Milk for France Fund. Mrs. McConihe had seen the soldiers suffering greatly for want of milk, she had seen them grow feverish under the influence of heavier foods. She had seen the Belgian and French refugees almost starved for lack of milk. Upon her return to this country she found that America had enough milk to send some across. Because it requires less shipping space, she chose powdered milk. It is scientifically prepared by subjecting fresh, pure, full-creamed milk to a rapid evaporating process, which preserves the nutritive solids and keeps without ice for months. The milk when prepared costs about 13 cents a quart. There is no other cost. The Government of France has taken over the details of transportation. It is the aim of the organization to send one ton of milk a day. All that is necessary is to mix with hot water. The milk in this form has been recommended even for home use by Dr. Hermann M. Biggs, State Health Commissioner; Dr. S. Josephine Baker of the Child Hygiene Bureau, and Dr. Charles G. Kerley, a child specialist. At a cost of $1,100 a ton of dried milk is sent across, enough to feed 8,400 babies or wounded soldiers or tubercular patients. $52 will send 100 pounds of dry milk or 40 quarts of liquid; $5.20 will sent ten pounds, or forty quarts, and 13 cents will send one quart. The aim of the Free Milk for France organization is to have the nation as a whole respond to its work. Branches are being organized all over the country. The headquarters of the fund is at 675 Fifth Avenue. These two parades, held during the National Milk and Dairy Farm Exposition, were just the first of a campaign that would last into 1919 and spread across the country. By the end of 1919, there were campaigns in thirty-six states, and the distribution in France was being organized by Madame Foch - wife of French General Ferdinand Foch. This beautiful propaganda poster from the First World War is the result of a controversy. The fresh-faced young white woman in her United States Food Administration-approved food conservation uniform and cap, gestures to a table with an enormous glass bottle of milk, a huge block of butter, a wheel of cheese, and what is either a mound of cottage cheese or some sort of milk pudding. A framed view of dairy cows in a green field floats behind her. It exhorts the reader to "Eat more MILK." But why? Throughout World War I in the United States, dairy farmers struggled. Feed prices went up, and retail prices of milk went up, but the wholesale prices that farmers got from milk dealers and dairies remained static. Despite dozens of local and state and federal inquiries, no single culprit for high milk prices was ever discovered. The result of high prices combined with government advocating for increased production and Progressive Era ideas about the importance of cow's milk in the diet, particularly for children, meant that by the spring of 1918 there was a serious milk surplus. For several years, the butter, cheese, and condensed milk industries had absorbed the milk surplus, but by the spring of 1918 they were also over capacity. The United States Food Administration, in conjunction with state governments, embarked on a campaign to try to get Americans to consume more milk, with limited success. In May of 1918, New York City hosted the National Milk and Dairy Farm Exposition at the Grand Central Palace. New York State Governor Charles Whitman opened the exposition, and United States Food Administrator Herbert Hoover also attended. Home economists praised milk-based dishes such as puddings, custards, and the use of cottage cheese and brick cheeses - hence the phrase "Eat more milk," rather than "drink," as drinking cows milk was not common among adults. Cottage cheese and brick cheese were touted as affordable meat alternatives. Despite the classic Progressive Era boosterism, including the attendance of "famous" cows at the exposition, retail milk prices remained relatively high, with seasonal dips in the spring and early summer. Federally fixed milk prices helped solve the problem short-term, but even after the war, dairy farmers were subject to a Congressional investigation to determine whether they price gouged consumers (they didn't), and the right of farmers to form co-ops was in danger of becoming illegal under anti-trust laws. Ultimately, it was falling grain prices and rising postwar demand that evened out prices, although to this day the dairy industry still struggles. Even after the war, Progressive Era ideas about the importance of cow's milk in the diet persisted, and were recycled during the Second World War. The Woman's Land Army of America came out of the women's suffrage movement as a way for young, largely college-educated women to prove their worth during wartime by providing agricultural labor to make up labor shortages thanks to the draft, better wages in industrial work, and the need to increase agricultural production. The movement started in New York State, and has been ably chronicled by Elaine Weiss' book The Fruits of Victory. This beautiful propaganda poster from the University of Virginia Training School for the Woman's Land Army of America is just delightful. The imagery is evocative. A young woman holding an American flag, which billows out behind her, is dressed in a khaki uniform and riding a plow horse through a green agricultural field, simultaneously calling to mind a mounted standard bearer, Teddy Roosevelt's Rough Riders, and Army cavalry. In the foreground, two young women in matching blue uniforms share the load of a bushel basket laden with vegetables. The woman at left has a hoe over her shoulder, reminiscent of how a soldier might carry a rifle. The woman at right carries what appears to be a milk pail. Far in the background, what appears at first glance to be a field of ripe wheat is in fact a golden line of uniformed women with agricultural implements on their shoulders, marching behind the leading three. The costumes were among the official Woman's Land Army costume - in khaki and blue chambray. A loose tunic with full sleeves (rolled up) and a cinched waist falls to the knee, covering military-style jodhpurs and puttees over sensible shoes. A broad-brimmed hat and a kerchief around the neck complete the sensible outfit, which somehow still scandalized some members of the public at a time when women's skirts rarely rose above the ankle. The poster is advertising the Woman's Land Army's Training School at the University of Virginia. Designed to give young women basic agricultural skills, and sometimes specialized skills like the use of tractors, the schools were generally free, but required payment for room and board, as this one does at $5.00 per week for a two week course. Sometimes called "farmerettes," likely a combination of the terms "farmer" and "suffragette," and one which not every member of the Woman's Land Army enjoyed. But then, not every farmerette was a member of the Woman's Land Army, and the term actually predated the U.S. entrance into the war. The women saw some success in the adoption of their labor in agriculture, but it created no sea change of labor distribution post-war. Most farmers outside orchards and truck farmers mechanized in the face of labor shortages, rather than using farmerettes or farm cadets (teenaged boys released from school to work on farms). And increasing specialization of crops and livestock meant that mechanization was easier and more profitable than hiring young women at good wages for just 8 hour days (pre-war farm laborers had no such protections). The Land Army would be revived during World War II, this time divorced from its suffragist origins and encouraging young people of both sexes to assist with farm labor. But that's a post for another day. Woman's Land Army BooksFruits of Victory: The Woman's Land Army of America in the Great War by Elaine F. Weiss Weiss tracks the evolution of the Woman's Land Army in America, focused primarily on New York State, which was where the WLA officially began in the U.S. In intimate detail, she introduces us to a whole host of historic characters, including leading lights of the women's suffrage movement, and how they tried to prove women's agricultural labor was the future. Cultivating Victory: The Women's Land Army and the Victory Garden Movement by Cecilia Gowdy-Wygant Cultivating Victory examines the interrelationships between the British and American Woman's Land Armies, as well as their connections to the war garden and victory garden movements. Covering both the First and Second World Wars, Gowdy-Wygant compares and contrasts the efforts in both nations and the differences and similarities between both wars. New York State Food Supply Commission, Albany, N.Y." 1917, Temple University. The United States entered the First World War on April 6, 1917. On April 13, New York State Governor Charles S. Whitman appointed a Patriotic Agricultural Service Committee. On April 17, an Act of the New York State legislature created the New York State Food Supply Commission. This propaganda poster is likely from the spring of 1917 for several reasons. First, by the fall of 1917, the commission had changed its name to the New York State Food Commission, Second, the emphasis on laborers with farming experience, rather than the inexperienced, was a hallmark of early efforts to increase agricultural production. The poster reads: "New York State Food Supply Commission for Patriotic Agricultural Service. Wanted at once, men and boys who have had actual farm experience for work on farms. Also, women for work in farm homes. Show your patriotism by helping increase your country's food supply. Farmers - Do you need additional labor on the farm? Are your shipments of seeds, fertilizers or machinery held up? Can you get what you need? Do you want help in the control of insect pests or plant diseases? Do you have difficulty with storage and shipping facilities, containers, or marketing problems? Do you need a short-term loan for financing your farm operations? Do you want information on the home preservation of foods? To Enroll for Farm Work or to Obtain Help on Any of the Foregoing or Other Matters. Apply to the Commission's County Representative. New York State Food Supply Commission, Albany, N.Y." Interestingly, this poster not only focuses on farm labor, seed acquisition, farm loans, etc., but also on securing women's labor "for work in farm homes." The general idea was that women could help relieve some of the household burden on farm wives, and assist with food preservation, so that farm wives, who were often more experienced in farm management than most farm laborers, could assist their husbands. Neither plan really worked out well. The few women who were interested in farm labor wanted to do the agricultural work - not housework. And while experienced farm hands were in high demand, that drove wages up considerably - not every farmer was able to afford them. The Food Supply Commission coped by helping some farms modernize. They purchased a series of tractors - then still a rarity in the Northeast - and helped farmers acquire seed potatoes, beans, and more. But it took until the end of 1917 for the Commission to find its footing. By then, it became a partner of the United States Food Administration, working hand-in-hand with Hoover. As you may know, I am a huge fan of Ida Cogswell Bailey Allen. A PROLIFIC cookbook author with over fifty titles to her name, I'm not sure anyone has ever done a comprehensive bibliography of her work. So when I saw this little cookbook on Etsy, I squealed. I squealed in part because, as far as I can tell, this is one of her first cookbooks! And I also got excited because she is listed as an "endorsed lecturer" for the United States Food Administration! The cookbook does have a few ration-friendly recipes in the very back - basically for wheatless baking recipes. But the majority are regular ol' recipes designed for The Citizens' Wholesale Supply Company from Columbus, Ohio. There's not a lot out there on this company, but from what I can tell it started out as a co-op, and then morphed into a company focused on food products - the Golden Rule brand. The Golden Rule Cook Book, (not to be confused with THIS Golden Rule Cook Book of meatless and vegetarian recipes), doesn't appear to be digitized anywhere, nor are there many versions for sale online. Which makes it all the more interesting! It was likely designed as an advertising cookbooklet, which were a common advertising device for food products and companies from the 1890s until quite recently. As you can see, the recipes all call for at least one Golden Rule brand ingredient, often a flavoring extract. This "French Peach Pie," however, caught my eye. It appeared to be an upside down cake, albeit baked in muffin tins. Ida Bailey Allen probably called it "French" because it loosely resembles tarte tatin. I wasn't sure exactly how many muffin tins, as I knew some historic tins were only 6 muffins big, and I had only a 1 dozen pan. So I decided to make a few changes. First, I made it in a round cake pan, instead of individual cakes in a muffin tin. I also added chopped pecans, because I had some and that sounded good with peaches. I added a pinch of salt, because Ida never does and baked goods taste flat without it. More commentary with the recipe. French Peach "Pie"I put the "pie" in quotes because this is really an upside down cake. If I make this again, and I think I will, I am going to make a few more changes, mainly using regular all-purpose flour and using the full egg, instead of just the yolk, as the batter was a bit dry and needed an infusion of extra milk. I even added a little of the leftover peach juice! Here's the verbatim recipe: Butter muffin tins thoroughly, and half fill with sliced canned peaches, adding a teaspoon of juice to each compartment. Make a cake batter of one tablespoon butter, one-half cup sugar, one-fourth cup milk, one cup bread flour, one egg yolk, one teaspoon Golden Rule Baking Powder, and a few grains Golden Rule Nutmeg. Drop a spoonful on each pan, set in the oven, and bake slowly for thirty minutes. Then invert, and serve with lemon sauce, or Golden Rule Marshmallow Whipped Cream. Here's my translation: 1 quart canned peaches 1 tablespoon butter, softened 1/2 cup sugar 1 egg yolk 1/4 to 1/2 cup milk Leftover peach juice 1 cup bread flour 1 teaspoon baking powder pinch of salt (1/4 teaspoon at least) 1/2 teaspoon cinnamon 1/4 cup chopped pecans (optional) Well-butter a 9 inch round cake pan. Add the peach slices to the bottom of the pan (I was missing a few from my quart from an earlier snack), and a few tablespoons of the juice. In a large bowl, cream the butter and sugar (it WILL work, just takes a minute), then mix in the egg yolk. At this point I dithered between adding the milk or adding the flour, or alternating. I ended up adding the milk and blending well before adding the flour, baking powder, cinnamon, and chopped pecans. This was VERY thick and did not even absorb all the flour, so I added another a little more milk and the remaining peach juice (about 1/4 cup) to make something more closely resembling a thick batter. I dolloped spoonfuls into the pan and tried to spread it out as best I could. I then baked it at 350 F (a "slow" oven is usually between 300 and 350 F), and 30 minutes wasn't quite long enough, as it was a larger pan, so I baked it for probably 40ish minutes, or until the cake was starting to turn golden brown at the edges. I then used a knife to loosen the edges of the cake, placed a cake plate on top of the pan, and flipped to release. Only a little of the cake stuck to the bottom - likely because I added a smidge too much milk. The cake was oddly firm-textured, I think because of the use of bread flour, and a bit dense. Next time I make it I am definitely using all-purpose flour and a whole egg and we'll see how that turns out. And I'll add a little more salt next time. And more peaches! There were insufficient peaches. Lol. And I think this recipe would be much better with fresh peaches, but canned were perfectly fine. The Golden Rule Marshmallow Whipped Cream I did not try, but it is simply whipped cream stabilized with a tablespoon or so of marshmallow creme. Liquid cream is much better, in my opinion! Especially since this cake was quite sweet. Interestingly, although this dessert is not in the World War I section of wheat-saving recipes, it calls for just one tablespoon of butter and one egg yolk, at a time when butter was rationed and eggs were often scarce. It would also be easy to shift this recipe to all barley flour or all or part rye flour to substitute for the wheat. The sugar could also probably be substituted in part or all for honey or maple syrup, which would give added moisture to the batter as well. What do you think? Would you try French Peach "Pie?" White wine spritzers are the classically low-calorie bar favorite in the late 20th century United States, but they date back to the early 19th century and are likely associated with the health and spa culture surrounding sparkling mineral waters, but may have also been simply an attempt to make an artificially sparkling wine!
Take your favorite wine - red or white - chilled, and cold club soda or seltzer or sparkling mineral water, also chilled. You can combine them in any ratio, but I think half and half is probably best. Further Reading:

Last week we talked about the High Cost of Living in the First World War. Those memories were close at hand during the Second World War. During World War I, the federal government did little to control prices at the consumer level, and rationing was voluntary. The U.S. Food Administration did control whether or not retail establishments and manufacturers complied with rationing and other rules through a complicated system of licensing and oversight, but individual consumers were technically allowed to make their own food choices. During World War II, things were different. Rationing was mandatory, even if the stamps were often confusing, and black markets definitely existed. But the creation of the Office of Price Administration froze the official prices of a whole host of goods, including food, to try to offset wartime inflation. Once again retailers were being regulated by the government, but this time the OPA relied on consumers to help report violators. By enlisting housewives to help enforce "ceiling prices" by refusing to purchase goods at that exceeded the published price lists, the OPA got a free labor source, and the housewives ensured that their retailers were not cheating them. Black women, in particular, benefitted from this practice, as discrimination meant they were subject to being cheated. "Here's a war job all America may be proud of. The rise in wartime cost of living today is less than half the World War I increase... only the patriotic cooperation of the public and businessmen with the government's price control program made this record possible... let's keep up the good work by keeping the Home Front Pledge: "I pay no more than ceiling prices... I pay my ration points in full."" Office of Price Administration, National Archives. This pair of posters, comparing the inflation of food from WWI to WWII, was designed to prove the effectiveness of the Office of Price Administration and its price control efforts. In the first one, Uncle Sam points to a chart that compares the rise of inflation over the course of both World Wars. In the second, two bar charts on inflation are compared. In the first, labeled 1918, a (suspiciously-1930s-attired) housewife tries and fails to reach a basket of food labeled "Cost of Living" as it rises on a bar chart of 64.6% inflation. Whereas the 1944 housewife can easily reach her basket at 25.9% inflation. Interestingly, her bar chart has a white line 3/4 of the way up which reads "Price control began here." The black bar below reads "Before Price Control," implying that inflation could have been much worse without the intervention of the OPA. Both statistics are attributed to the 53rd month of the war, which seems to indicate that the inflation statistics for World War I start in 1914, not 1917, when the U.S. officially joined the war, which tracks with the cost of living increases that began long before April 7, 1917. These two posters indicate just one of the ways in which the lessons of the First World War were applied to the Second. Some lessons, however, remained hard to swallow. During WWI, the United States Food Administration, although formed by executive order in May of 1917, received no funding from Congress until August, 1917, because a number of congressmen objected to the sweeping powers and controls it gave the executive branch. In an effort to avoid a bloated post-war bureaucracy, it was quickly dismantled in early 1919, despite the fact that the cost of living rose precipitously after the war. Similar sentiments about the power of the Office of Price Administration were debated during WWII, and numerous attempts by organized retail and manufacturing organizations to weaken it started as early as 1944. The OPA was allowed to temporarily expire in 1945, and prices jumped almost instantly. It was hastily reinstated, but in a weaker form, and was fully abolished in 1947. Some price control functions for sugar, rice, and a few other products were shifted to other agencies. In her article, "'How About Some Meat?': The Office of Price Administration, Consumption Politics, and State Building from the Bottom Up, 1941-1946," historian Meg Jacobs talks about how the Office of Price Administration helped Americans determine that high standards and low cost of living was their reward, nay birthright, for surviving two World Wars and a Great Depression. Caught between empowered consumers and producers and retailers anxious to throw off the yoke of government regulation, the OPA was at the center of post-war discussions about the future of the American economy. Given today's cost of living problems, I find it fascinating to study the economics of the first half of the 20th century, and how societal reactions and government policies continue to shape today's discussions about the future of our economy - whether people realize it or not. Today, economists are studying the impact of the Great Recession and COVID-19 on our economic future, just like historians and economists in the 1920s and 1940s did when they were looking back at the two World Wars. Even though the United States didn't officially join the war until April 7, 1917, the U.S. had long supported the Allies and neutral nations through the sale of agricultural products. But the 1910s was a time of little government regulation and increasingly global commerce. The Allied European nations all leaned heavily on their colonial holdings to produce food and war materiel, what goods they could get through German U-boat blockades. Part of the reason for German expansionism in Europe was a lack of colonial holdings (also the reason for the Second World War, as ably argued by Lizzie Collingham in The Taste of War), and therefore a lack of agricultural capacity. As an independent nation rich in natural resources (through their own brutal colonization of the continent), the United States was able to meet the increasing European demand. Midwestern wheat farmers in particular were very happy, as the increased demand increased prices. But while farmers were happy to have good return on their crops, the increased demand from abroad was increasing food prices at home. The High Cost of Living or "H.C.L." as it was often referred to in the press, was the topic of much discussion throughout the Progressive Era. Kosher meat riots in 1902 and again in 1910 in New York City were only the beginning. Exacerbated by the war, by 1917 rising food prices led women around the world to riot against food prices that increased sometimes 200% in a matter of weeks. You can read more about the food riots of New York City in a previous blog post. In this image (hard to tell if it was used as a political cartoon or a poster), Uncle Sam looks at a picnic basket labeled "Food Prices" being hauled up through the ceiling. He mutters to himself, "If only I could get hold of the fellow that's hoisting it." His fists are at his side, impotently, while a small teddy bear (whose significance is unclear, but may have been a reference to Teddy Roosevelt --- see the update below!) looks on in dismay. The image reinforced the idea that the federal government had little or no control over food prices. Ultimately, the food price question was never really settled. Boycotts temporarily created surpluses, which lowered prices. But only the increased wartime production when the U.S. entered the war in 1917 seemed to raise wages and increase agricultural supply enough to address rising food prices. And when the war ended in late 1918, food prices increased again as regulating government agencies like the United States Food Administration were dismantled, but relief efforts abroad continued, along with the supply of the American Expeditionary Forces, many of whom did not return until the end of 1919 or even later. Increased production encouraged during the war years resulted in an agricultural depression in the 1920s, as European nations recovered their own agricultural production and demand for American exports fell. The agricultural depression was an early harbinger of the Great Depression. Stay tuned next week for propaganda about the High Cost of Living during the Second World War. Apparently artist Clifford Berryman was the originator of the Teddy Bear, which was indeed inspired by Theodore Roosevelt. Adding the teddy bear to various political cartoons was one of Berryman's signatures, although the bear was often the star of the show. Arizona, New Mexico, and Texas are labeled "For Mexico." California is labeled "For Japan(?)" The rest of the country is labeled "For Myself." In the spring of 1917, the British government intercepted and turned over to the United States a message from German Foreign Secretary Arthur Zimmerman to the Government of Mexico, urging Mexico to join with Japan and declare war on the United States. Zimmerman suggested that this would be a way for Mexico to reclaim the Southwestern states lost during the Mexican War. American outrage following the publication of the Zimmerman Telegram was one of the factors causing the U.S. to declare war on Germany. On April 2, 1917, President Woodrow Wilson, the man who had won his 1916 presidential reelection by running on the phrase, "He Kept Us Out of War," went before Congress and gave a speech. It was a speech a long time coming. Since Europe had devolved into war in August of 1914, the United States had officially remained neutral. On May 7, 1915, the Lusitania was sunk, the victim of German U-Boats, taking 123 American citizens with it. Despite this attack on innocent civilians, the U.S. remained staunchly neutral. In February, 1917, the Zimmerman Telegram was revealed - an appeal by Germany to Mexico to form an alliance against the United States, should the U.S. enter the war. Sent in January and decrypted by British Intelligence, it was sent just before Germany resumed unrestricted submarine warfare, a tactic they feared would result in the end of American neutrality. And indeed, it did. Unrestricted submarine warfare resumed on February 1, 1917. Wilson gave a speech before Congress on February 3rd, and then again on February 26th regarding U-boats and merchant shipping. On April 2nd, Wilson asked Congress to declare war on Germany. I have called the Congress into extraordinary session because there are serious, very serious, choices of policy to be made, and made immediately, which it was neither right nor constitutionally permissible that I should assume the responsibility of making. On the 3rd of February last, I officially laid before you the extraordinary announcement of the Imperial German government that on and after the 1st day of February it was its purpose to put aside all restraints of law or of humanity and use its submarines to sink every vessel that sought to approach either the ports of Great Britain and Ireland or the western coasts of Europe or any of the ports controlled by the enemies of Germany within the Mediterranean. That had seemed to be the object of the German submarine warfare earlier in the war, but since April of last year the Imperial government had somewhat restrained the commanders of its undersea craft in conformity with its promise then given to us that passenger boats should not be sunk and that due warning would be given to all other vessels which its submarines might seek to destroy, when no resistance was offered or escape attempted, and care taken that their crews were given at least a fair chance to save their lives in their open boats. The precautions taken were meager and haphazard enough, as was proved in distressing instance after instance in the progress of the cruel and unmanly business, but a certain degree of restraint was observed. The new policy has swept every restriction aside. Vessels of every kind, whatever their flag, their character, their cargo, their destination, their errand, have been ruthlessly sent to the bottom without warning and without thought of help or mercy for those on board, the vessels of friendly neutrals along with those of belligerents. Even hospital ships and ships carrying relief to the sorely bereaved and stricken people of Belgium, though the latter were provided with safe conduct through the proscribed areas by the German government itself and were distinguished by unmistakable marks of identity, have been sunk with the same reckless lack of compassion or of principle. (read the whole speech) On April 4, 1917, the Senate voted to declare war. On April 6, the House of Representatives followed suit. The U.S. was now officially at war with Germany. "Our Problem is to feed our Allies this winter by sending them as much Food as we can of the most concentrated nutritive value in the least shipping space. These foods are Wheat - Beef - Pork - Dairy products and Sugar. Our Solution is to eat less of these and more of other foods which we have in abundance, and to waste less of all foods. The United States Food Administration." c. 1917, Library of Congress. On April 17, 1917, Wilson addressed the nation: I take the liberty, therefore, of addressing this word to the farmers of the country and to all who work on the farms: The supreme need of our own nation and of the nations with which we are coordinating is an abundance of supplies, and especially of food-stuffs. The importance of an adequate food supply, especially for the present year, is superlative. Without abundant food, alike for the armies and the peoples now at war, the whole great enterprise upon which we have embarked will break down and fail. The world's food reserves are low. Not only during the present emergency but for some time after peace shall have come both our own people and a large proportion of the people of Europe must rely upon the harvests in America. Upon the farmers of this country, therefore, in large measure, rests the fate of the war and the fate of the nations. May the nation not count upon them to omit no step that will increase the production of their land or that will bring about the most effectual coordination in the sale and distribution of their products? The time is short. It is of the most imperative importance that everything possible be done and done immediately to make sure of large harvests. I call upon young men and old alike and upon the able-bodied boys of the land to accept and act upon this duty to turn in hosts to the farms and make certain that no pains and no labor is lacking in this great matter. I particularly appeal to the farmers of the South to plant abundant food-stuffs as well as cotton. They can show their patriotism in no better or more convincing way than by resisting the great temptation of the present price of cotton and helping, helping upon a great scale, to feed the nation and the peoples everywhere who are fighting for their liberties and for our own. The variety of their crops will be the visible measure of their comprehension of their national duty. The Government of the United States and the governments of the several States stand ready to coordinate. They will do everything possible to assist farmers in securing an adequate supply of seed, an adequate force of laborers when they are most needed, at harvest time, and the means of expediting shipments of fertilizers and farm machinery, as well as of the crops themselves when harvested. The course of trade shall be as unhampered as it is possible to make it and there shall be no unwarranted manipulation of the nation's food supply by those who handle it on its way to the consumer. This is our opportunity to demonstrate the efficiency of a great Democracy and we shall not fall short of it! This let me say to the middlemen of every sort, whether they are handling our food-stuffs or our raw materials of manufacture or the products of our mills and factories: The eyes of the country will be especially upon you. This is your opportunity for signal service, efficient and disinterested. The country expects you, as it expects all others, to forego unusual profits, to organize and expedite shipments of supplies of every kind, but especially of food, with an eye to the service you are rendering and in the spirit of those who enlist in the ranks, for their people, not for themselves. I shall confidently expect you to deserve and win the confidence of people of every sort and station. (read the entire speech) Wilson's emphasis on food was not without warrant. The U.S. and Argentina, the two major wheat-exporting countries in the Western hemisphere (excepting Canada), had both experienced poor harvests in 1916, after bumper crops in 1914 and 1915. In short, when the U.S. entered the war in April of 1917, it had only enough wheat for domestic consumption. Although the initial rollout of food regulation was uneven, in large part due to the fact that Congress blocked funding of the United States Food Administration until August of 1917, calls for voluntary reduction in consumption of certain foods, like those listed in the poster above, were almost immediate, as were calls to reduce food waste and increase food production. Wilson knew that defeating German aggression meant putting the United States' abundant resources to work - agricultural land, people, and industry. As with all wars, he who controls the food supply, controls the outcome of the war, something that proved true with the First World War as much as any war, and one in which the United States made a huge difference.
